History of the Organization

In early 1990s, Mongolia started implementing its restructure and renovation policy and transition to the market economy.  As a result of the transition, it was required to separate policy and regulatory functions of the communications sector in accordance with the international development trend, to transfer the sector to the market economy, to support private and foreign investment and to create competition and to liberalize the market etc., 

In October 1995, by the Order of the Minister of Infrastructure, the Communications Regulatory Council (CRC) was established as the first regulatory organization in the sector and used to implement its functions and rights set forth in the Communications Law.

Mr. Lantuu. G was appointed as a first Chairman and the Council had 9 commissioners.
The Council performed its functions to provide professional recommendations and conclusions, to approve related rules and directions on certain issues specified in the related laws and procedures and to provide advice on the sector issues to the Minister of Infrastructure during the period of 1995-2001.

The Communications Law of Mongolia was renewed and approved by the State Great Hural (Parliament) in November, 2001 and stated functions and powers of the Communications Regulatory Commission of Mongolia in Chapter 2. Thus, legal basis for the establishment of an independent regulatory authority in Mongolia was created. The first Chairman of the Communications Regulatory Commission was Mr. Enkhmend. Ch.

Since its renewed formation to the Commission in 2002, in order to implement duties, authorities and independency given by the Law, within the state policy and regulation of information technology, internet, communications, radio and TV broadcasting and postal sector, Communications Regulatory Commission (CRC), is conducting wide range of actions through stages with the following purposes:

  • introducing new and advanced technologies to all of social and economic sectors,
  • providing with appropriate optimal legal and economic regulations
  • providing various of public, information and communication services and applications to the people at high quality level
  • improving access to them
  • creating fair environment for competition in the sector 

CRC has the following functions stated in the Communications Law, Radio Wave Law and Postal Law of Mongolia:

  • To develop proposals and recommendations for the state policy on communications, to provide relevant information to the authorized bodies;
  • To issue, suspend or revoke licenses within the communications policy, to enforce license terms and conditions
  • To define and certify technical terms and requirements of communication network facilities and equipment of customer premises
  • To approve general conditions of network interconnection agreement and revenue sharing
  • To approve methodology for tariff calculation for communication service and to supervise the tariff of service for the market dominant
  • To create fair competition environment in the communications market
  • To enforce implementation of Universal service obligation
  • To develop communications standards, to get approval on the standards from authorized organization and to enforce its implementation
  • To develop and implement national numbering plan
  • To allocate and monitor the exploitation of radio frequency spectrum
  • To authorize regulatory fee;
  • To resolve disputes in scope of its authority;
  • Other rights stated in the legislation
