About us

On behalf of the Communications Regulatory Commission of Mongolia (CRC), I am pleased to extend my sincere greetings as you read this publication. 

The information and communications technology (ICT) sector of Mongolia is evolving as a key driver of economic growth, productivity, and innovation. The Communications Regulatory Commission remains committed to ensuring fair competition, safeguarding consumer rights, and creating an enabling regulatory environment for the adoption of advanced technologies. 

Digital transformation is not merely technological modernization; it is intrinsically linked to national competitiveness, information sovereignty, and economic security. The rapid expansion of artificial intelligence (AI), cloud computing, 5G, and the Internet of Things (IoT) is generating large-scale data flows. Big Data–driven policymaking enables policymakers to: 

  • Enhance efficiency through evidence-based, multi-dimensional data analytics;
  • Improve network governance and Quality of Service (QoS) performance;
  • Foster the development of new business models and a dynamic startup ecosystem;
  • Enable proactive cyber risk assessment, threat detection, and cybersecurity incident prevention. 

Accordingly, with a view to further refining the legal and regulatory framework, elevating data exchange standards and cybersecurity practices to international levels, and advancing domestic platform development through targeted policy measures, we will: 

  • Support the development of national digital platforms built by Mongolian engineers and software developers;
  • Promote e-government services, digital payment systems, content services, and cloud computing solutions based on domestic technological capabilities;
  • Implement a comprehensive data center policy aimed at strengthening national capacity for data storage and processing, including data localization where appropriate;
  • Establish a regulatory environment conducive to startups and innovation-driven enterprises. 

National platforms are not merely commercial ventures; they are of strategic importance for information security, data protection, data storage, and the secure and lawful processing of data. 

Furthermore, to expand network coverage in remote and underserved areas, reduce duplicative infrastructure investment, ensure uninterrupted high-quality service delivery to end users, and safeguard effective competition and market efficiency, sector policy will support the development of national roaming services. This initiative will be implemented on the basis of mutual understanding and stakeholder cooperation, while maintaining market equilibrium and promoting user-centric solutions without distorting competitive dynamics. 

Mutual trust, partnership, and open cooperation remain the foundation for achieving these objectives.
