1. General provision

1.1 The purpose of the resolution is to define the basic demands of completion in the framework of testing /herein refers to “test”/ and confirming model of the information and communication equipment /herein refers to “product or equipment/ according to the MNS ISO/IEC Guide 67:2004 standard.

1.2 In accordance with the article 9.1.3 of Law on Communication, an approval and definition of technical conditions and demands of communication network and users’ equipments, information and communication equipment shall be involved in the testing and approval.

This document was elaborated, based on standards and methodological guidance on approval of product, adopted by International Standardization Organization (ISO), International Electro technical Commission (IEC) and International Organization  on Legal Metrology (OIML).

 3. Terms and definitions

 3.1   The terms of this resolution are subjected to the below-mentioned meaning:

3.1.1  models presented by different manufacturer or applicants” is subjected that the different models, presented by 2 and more applicants, but considering the similar models of different manufacturers will be tested separately as different models.

3.1.2  one manufacturer’s model” is subjected that models, which are the same equipments in terms of similar appearances, parts, and measurement limits

3.1.3  “Models that contains different components and different materials” is that models used in one manufacturer’s equipment and produced by independent manufactures that are identical in materials and components. It considers one model that if one model of the equipment produces by the manufacturer different in materials and components.

3.1.4  model testing” is the model that never been experimented before, must be tested in details. In this case technical specifications and demands of models will be tested in details too. The equipment includes of several equipments and has the identical specifications; the each component will be experimented.

3.1.5  Partial testing” If the changes of the model that experimented before by adding the new components and materials impact on just one part of the equipment the partial testing will be done and technical specifications of models will be experimented and tested.

3.1.6  Models verified evaluation (accreditation testing)” is in case if the relevant information of models or their evaluations are definite or in accordance with willing of the applicants, it will be retested. In this case the partial testing is available and suitable.


Notice: Due to the special features of sphere activities some terms and definitions of this resolution have the similar meaning. The term “Model”, stated in the terms vocabulary, adopted by the International Organization on Legal Metrology/OIML/ is identically to the term “product”, stated in the Conformity assessment-vocabulary and general principles MNS ISO/IEC 17000:2005, the term “testing”, stated in the standard

/OIMLD2:1978/-is identically to the term “Conformity assessment”, stated in the MNS ISO/IEC 17000:2005.

4. Request for testing

 4.1    The suppliers, manufacturers, their distributors, economic entities, institutions, citizen /herein as to “applicant”/, who imports the information and communication equipments, request for its testing the models of the equipments according to the applications, stated in the appendix No:2 of this Resolution and collect the below- mentioned documentations in English and Mongolian /available in one of the two languages/ and if necessary the model of equipment will be presented to the Communication Regulatory Commission.

You will find information regarding type approval on the website of the Communications Regulatory Commission (CRC) of Mongolia and more detailed information is available by email.

4.2    The  received  documentations  will  be  presented  to  the  Radio  Frequency Regulation and Monitoring Department of the CRC.

Related officer will research and after he/she represents the suggestion of whether it will be tested and used the testing results of this models in other institutions /of foreign countries/.

5. Model testing of Equipments

5.1  Model testing of Equipments includes below-mentioned stages:

  • related specialists will review the documents
  • In case of required documents, the  program on testing will be work out, choose and adopt the scheme of accreditation, organize the working team
  • to conduct the model testing
  • to submit the testing statement and conclusion
  • to represent the decision of refusal or acceptance of the conformity certification to the Type Approval Council
  • to present the Certification and notice
5.2    After the submission of request on testing models and research of the documents, the guidance and program will be confirmed, according to the guidance the working team of testing the models will be appointed and the accreditation scheme will be defined. The high qualified technical expert is available to conduct the testing on the contract.

5.3   The measuring equipments of the Radio Frequency Monitoring Center of the CRC being calibrated and certified or with valid suppliers warranty and approved instruction manual for testing.

5.4  In case of impossibility of testing of the models of equipment, manufactures by modern advanced technology and never before tested and experimented, in the scope of the CRC, especially in terms of technology and human resource, the testing will be conducted in assistance with Governmental Institutions with similar status, independent organizations of testing, laboratory of Universities, authorized organizations of foreign countries or high qualified experts in charge of testing models equipments. In this case on the experts’ report there must be the signatures of specialists of laboratory and authorized institutions.

5.5  The equipment models, attended in the accreditation, is accepted by the Radio Frequency Monitoring Center of the CRC and in case of it the applicant will be responsible for the related expenses.

5.6  The model testing will be done according to the document No: 4.5 of MNS OIML D 19:2007. The technical characteristic of equipments in terms of it will or not will meet the relevant requirements, is tested according to the “instruction manual” of etalon equipment.

5.7  After completion of model testing, the report, decision, conclusion and proposals will be written according to the instruction АЗ001-2013of conformity assessment report.

5.8    Report of testing models: The results of technical specifications, testing equipment, studied document, testing laboratory /if in the laboratory of foreign countries/, brief information of specialists and testing process, used resolutions, regulations and equipments should be stated in the report of testing.

5.9  Decisions and proposals of testing the models.

The decision will be made, based on the evaluation of working team. The decision and proposal consists of:

  • overall results of testing
  • definition of model
  • approval (qualified) or rejection (unqualified) ; the main reasons for rejection should be given
  • scope of usage of the model
  • installation, protection, requirement that related to the accreditation and re-testing process
  • validity period of model confirmation, made by the working team

 6. Decision making process

6.1   The report and conclusion of working team, worked on model testing, will be discussed on the meeting of Type Approval Council of the CRC.

6.2  Based on the decision of Type Approval Council, the ordinance of the Chairman of the CRC will be the final decision of conformity certification and approval of equipment models.

6.3  The decision of testing models /with report, conclusion and recommendation/ will be given to applicant within 10 days after decision had been made.

6.4  The specialist will be responsible for the registration and keeping of the product, that met the requirements of technical specifications and adopted by the conformity certification.

6.5  Validity period of conformity certification of model will be issued up to 3 years by considering validity of the documents of technical normative of equipments and quality management system. During the validity period the inspection audit will be presented periodically and records must be kept.

6.6   Applicants will be informed officially if model does not pass the test and the notice will include the following information:

  • detailed information of testing equipment
  • test dates
  • not complied specifications, its value, reasons and other  relevant conditions Notice:The testing model will be started within 10 days after submission of the request and the certification will be issued to applicant within 10 days after completion of the testing model.

 7.  Accepting test results of model

7.1   In order to enable Technical Barriers to Trade, to support the business, to decrease the expenses from users and applicants, the test results of model will be accepted in the following conditions:

  • The model of the equipment that imported has the certification of internationally and regionally accredited certification bodies and testing results of internationally and regionally accredited laboratories.
  • The model has the certification testing model that issued by the similar authorized certification bodies and accepted by the agreement on technical specifications of information and communication equipments and results of testing models in Mongolia and signed international and regional bilateral agreement.

PS: Assessed documents will be accepted If the information and communication equipments that imported from foreign countries has the results of accreditation of laboratories of the related countries, quality management system and other normative documents are meet the requirements.

7.2  The working team will present the proposal of agreement of testing models to the Type Approval Council of the CRC.

7.3  The conclusion of the agreement of testing models will be discussed by the Type Approval Council of the CRC and in case of meeting the requirements the proposal of conformity certification will be presented to the Chairman of the commission and it will be decided.


 8.  Testing /inspection/on the equipments with the conformity certification

8.1 Scope, date and number of monitoring and inspection will be defined according to the level of damages and causes on the products, industrial capacity, stability, introduction of quality management system and expenses of inspection.

8.2  Monitoring and inspection will be conducted in below-mentioned cases:

  • The user’s complains, request and proposals about the equipments that imported or manufactured by suppliers and information from the control and inspection institutions.
  • if there are any changes that may impact on technical specifications of the equipments and industrial instructions of models of equipments.
  • Monitoring and inspection according to the conditions of agreement.

8.3   User’s and institutions information about any changes that may impact on technical specifications of the equipments and industrial instructions of models of equipments, except documents of the Article 4 of this resolution the accreditation will be conducted.

8.4  It will be conducted according to the Article 5 of this resolution and the results will be presented.

9.    Extension for Certificate of Conformity

9.1  Certificate holder will request for the extension of the certification in one month before the termination of the certificate and provide the documents according to the article 4.1 of this resolution

9.2  If the situation, mentioned in article 8.2 of this resolution, is not happened and the certificate has been not terminated yet, the certificate will be extended without any re-evaluation. The period of extension is up to 3 years. The decision about extension of the certificate will be made according to the article 6.1-6.3 of this resolution.

9.3   The identical information about the equipment, certificate number, issued date will be stated as the same and the expiry date will be changed on the newly-issued certification.


10.  Withdrawal for Certificate of Conformity

10.1 Type Approval Council will make a decision of withdrawal for Certificate of Conformity based on the results, made by the accreditation institutions, conclusion, requirements of relevant specialists and inspection and monitoring agencies, and complaints of users and other persons.

  11. Other

11.1 The officers of the commissions have below mentioned rights to test the models and type approve:

  • to study the materials of applicants and expertise them
  • to organize the signing the agreement on testing models
  • to organize the activities of testing
  • to present proposals of working team on agreement of the results of testing models to the Council and to make the decision
  • to register the number of equipments, involved in the accreditation.
