Communications network

Mongolia has started structural change in communications sector when the State Great Hural, the Parliament of Mongolia, approved  Policy direction on Privatization of State Property in 2005 to separate network and  service under the policy of the sector that includes market liberalization, transmission of main telecommunications network to digital technology etc. Government of Mongolia has started implementing the relevant resolution and decisions and terminated a special right of Telecom Mongolia Share-holding Company to lease the state-owned network in August, 2006 and established a state-owned company, Information and Communication Network LLC, for network business only.

With the purpose of developing new ICT service and its consumption, the Government Action Plan has stated directions to upgrade the current network, develop IT-based consumptions based on that network and decrease digital divide in urban and rural areas in order to create possibility to transfer broadband information through high speed main communication network and “National Program of high-speed broadband network” was approved by the Resolution No. 145 of the Government in 2011 and is being implemented.

Communications Regulatory Commission approved “Information and Communication netowrk regulation of Mongolia” by Resolution No. 26 of the year 2013 to develop main communication network with  integrated policy, improve long term economic efficiency of the sector,  reduce network duplication, make interconnection with other networks and to provide network security. Class A license shall be issued with the following types:

  • Information and communication network

To provide establishment, lease or possession service of public-purpose main information and communication network (international,  national and local network by coverage)

  • Radio & TV ground re-transmission network

To provide establishment and utilization service of radio & TV transmission, local retransmission network and infrastructure

  • Satellite communication network

To provide communications service through establishing network and infrastructure with satellite  ground station

  • Postal service

Relations of establishment, possession, development of and/or providing service with information and communications network shall be regulated in adjustment with the Law of Mongolia on Communications, Law on Radio Wave, Law on Competition and other relevant laws and legal acts.
